The Committee passed this resolution
on 10 November. The working group was set up to meet the recommendations of the
Committee hearings "On the Implementation of the European Charter of Local
Self-Government in Ukraine" on 4 October 2010, and in compliance with
paragraphs 5, 6, 8 of
part 1 of clause 15 of the Law "On the Committees of The Verkhovna Rada of
Ukraine."
The working group shall prepare the proposals for the possible ratification of the legal tools of the Council of Europe on the local and regional democracy: Protocol №3 to the European Framework Convention on cross-border cooperation of territorial communities and authorities (CETS 206) and Additional Protocol to the European Charter of Local Self-Government (CETS 207).
The working group shall also present its proposals as to the Strategy of Legislative Support of the Local Self-Government Reform in Ukraine.
The working group shall monitor implementation of the European Charter of Local Self-Government, Resolution 123 (2001) and Recommendation 102 (2001) of the Congress of Local and Regional Authorities of the Council of Europe on the state of local and regional democracy in Ukraine.
